Sata Fan

Like many fans of a cabinet of PC have? I have 1 CPU and the other is in the PSU. What is the correct temperature-PSU?

I have P4 2.66 ghz system with 2 hard drives one 80 GB SATA 20 GB and not Sata. I have two 512 MB of RAM. A disc drive, 1 CD burner and a DVD burner. My system restarts in an average twice a month and I feel the SATA hard drive is heating up and so does the power supply as I play are hot. Should I install a new fan? If so, how? Do I have to change the cabinet or ATX power supply? How do I know there is a problem in the PSU?
