How can I reduce my speed CPU fan?

My CPU fan is really load, how can I calm down?!? The CPU temperature seems fine (~ 40 degrees Celsius or slightly higher when I'm actually using). I tried using a program called SpeedFan, but can not control fan speed. I tried the BIOS settings, and allowed me to speed control (not sure "start" and "PWM" values, so left in their default values of 40 and 50. I am using a P4M800Pro-M (v2.) motherboard, an Intel Core 2 Duo E6300 CPU, and a Termaltake TR2 M21 RX CPU fan. Runs Vista Premium 32-bit on my PC. Any computer geniuses out there that could have an answer for me?

My BIOS can be configured to adjust the fan speed according to CPU temperature. If you do not have a BIOS setting, then you can buy a fan controller. Some of mounting 5.25 "bay drive and good.
