Feedback activation of Windows XP and PCI USB / Firewire card?

How do I add a card change voting PCI-USB/Firewire hardware for Windows XP activation? I changed my CPU, RAM in recent months. I had to format hard drive also. Now I am left with 7 votes for himself Windows Product Activation (at least for 4 months). I want to add more USB ports and I intend to add a PCI-USB. He added that this change in card most of the remaining votes are counted hardware for activation?

Ive read the question several times now … and I have no idea what its about. But I agree on adding a USB PCI card shouldn't have any effect on the activation of Windows.
