My AMD Athlon processor is not running at the speed than before?

My AMD Athlon MP 1600 + used to run around 1.8Ghz, but keeps restore yes to 1.05 GHz? any idea how to change back to the original speed and how to avoid going back to 1.05? Thanks:)

check for dust in the fan or heat sink that covers the processor, cause the CPU is hot so the processor will underclock itself (lower speed) with the order to remain calm
